dont recut the layer.

since your hair grew, the layer is not the only thing that needs to be cut.

go back to the place you got it cut, and get a trim, on ALL of your hair.

Only re-cut the layers if you've already had some experience in cutting hair. cutting layers isn't very hard-but still, don't do it if you aren't completely confident in yourself being able to. just go get it redone.
